    I. Expat Candidate


    1. Facilities Construction Manager

    a. KEY OBJECTIVES

    As Facilities Construction Manager reporting to the Senior Project Manager your Prime areasof responsibility is the delivery of the LDV Jackets and Topsides including the Contracts,Planning, Estimating and Execution of all Construction matters related to shop drawings,procurement, material control at site, construction and lifting engineering, constructability,scheduling, progress monitoring, fabrication, load out, mechanical completion, pre-commissioning, preparation for hook up, load out, sea-fastening and all work related tooptimizing the fabrication, preparation for transport and installation.


    The candidate shall be able to Organize, supervise, co-ordinate and control a ConstructionTeam to ascertain that the Offshore Platforms are built as per drawings, specifications,procedures, cost and schedule, utilizing good and safe Industry practices.


    Interfacing with the T & I manager to ensure the sea-fastening and transport andinstallation goes smoothly as the T & I is a subcontract of the LDV Platforms EPCICContract.


    Interfacing with the HUC manager to ensure the preparations for hook up and offshorecommissioning goes smoothly as the HUC is a subcontract of the LDV Platforms EPCICContract.


    Interfacing with the Commissioning Manager to ensure the platforms leave the yard fullypre-commissioned and commissioned to the maximum extent possible without availability oflive hydrocarbons.


    b. PRINCIPAL ACCOUNTABILITIES

    Prepares a weekly progress report for issue to the Senior Project Manager for the PlatformsConstruction.


    Establish a daily interface with the Senior Project Manager on all Platform Constructionprogress and operational issues.


    Establish a weekly progress review meeting with the LDV Platforms EPCIC Contractor tomonitor progress and change.


    Establish, monitor and expedite a Site query system on all Construction Issues

    Co-ordinates the daily activities of the Platforms Site(s) construction Team and SpecialistVendors.


    Monitor and ensure that the Project Quality plan is being adhered to.


    c. KEY AUTHORITIES

    As Facilities Construction Manager, LDV Platforms EPCIC Contractor fabrication yard based,free to act within the authorities granted by the Senior Project Manager.

    Ensuring that all construction activities comply with all COMPANY, Certifying Authority, and Government requirements and regulations.


    d. SAFETY RESPONSIBILITIES

    The primary responsibilities are:

    The Health, Safety and welfare of all persons engaged on, or related to any site projectwork being undertaken by COMPANY, personnel, staff, contracted and visitors, includingthird parties.


    e. WORKING RELATIONSHIP

    · Senior Project Manager, Engineering Manager, QAQC Manager, Interface Manager, T& I Manager, HUC Manager, Commissioning Manager.

    · LDV project Construction Project Team personnel.

    · LDV Platform EPCIC Contractor Representative and Team.

    · Good relations must be maintained with personnel on all facilities and HCMC office.

    · Must be a Team player and capable of communicating technical issues across allother disciplines.


    f. QUALIFICATIONS AND EXPERIENCE

    Mandatory

    · A bachelor’s degree or equivalent in a relevant technical field

    · Have (min 25 years) working Experience in Oil & gas related Construction Activities

    · Have at least 10 years’ experience in the management of onsite construction teams,with a strong emphasis on Project Management, Project Controls and managementof change procedures. The experience level is expected to include a track record inthe construction management of 2 CPPs.

    · Plans and directs all relevant construction activities and other management activitiesas deemed appropriate by the Senior Project Manager.

    · Have worked in S.E.A. for at least 10 years.

    · Ensures all projects, initiatives, and processes are in conformance with organization’sestablished policies and objectives.

    · Self-motivated.

    · Strong computer literacy.

    · Strong organizational skills.

    · Strong team building skills.

    · Fluent in English both written and spoken.

    · Experienced in the bid evaluation of construction contracts and the management ofEPCIC contracts.

    · Capable of providing professional advice in constructability.

    · Administration of all aspects of the contract including but not limited to:

    Ø Construction Aspects

    Ø Commercial Aspects

    Ø Performance including workmanship, productivity, materials and quality.​

    · Selection of manpower, qualification, and management.


    2. FSO Contraction Manager

    a. KEY OBJECTIVES

    As FSO Construction Manager reporting to the Senior Project Manager your Prime areas ofresponsibility will be to ensure the timely delivery of the LDV FSO in compliance with theFSO Lease Contract technical requirements. This covers all aspects of The FSO including themoorings, the turret, the offloading provisions and all aspects of the FSO Hull andequipment including Engineering/design/naval architecture and related analysis, Sub-Contracts, Planning, Procurement, Refurbishment and Life extension, UWILD provisions,Classification, certification as a terminal, certification of the helideck, mechanical completion,pre-commissioning, commissioning, offshore installation and HUC. the Contracts, Planning,Estimating and Execution of all FSO matters related to Detail Engineering, Fabrication,Installation, pre-commissioning and liaising with the Murphy Pre-operations representative.


    The candidate shall be able to Organize, supervise, co-ordinate and control a team in orderto ascertain that the LDV FSO is designed, built, mechanically complete, pre-commissioned,commissioned, installed, hooked up and classified as per drawings, specifications,procedures, utilizing good and safe Industry practices and is ready to receive first oil on thespecified date.


    b. PRINCIPAL ACCOUNTABILITIES

    Prepares a weekly progress report for issue to the Senior Project Manager for the FSO.


    Establish a daily interface with the Senior Project Manager on all aspects of the FSOprogress and technical aspects.


    Establish a weekly progress review meeting with FSO Contractor to monitor progress andchange.


    Ensure that the WBS utilized reflects a realistic basis for progress monitoring and thatprogress is properly monitored so that issues can be proactively addressed such that theschedule can be maintained whilst the FSO technical aspects meet the specifiedrequirements.


    Establish, monitor and expedite a Site query system on all technical issues.


    Co-Ordinates the daily activities of the COMPANY FSO team.


    Ensures that adequate interface is maintained with the COMPANY’s engineering, PlatformsConstruction and Pipelines teams maintaining the interface manager in these loops.


    Monitor and ensure that the Project Quality plan is being adhered to.


    c. KEY AUTHORITIES

    As FSO Delivery/Construction Manager, FSO conversion yard based free to act within theauthorities granted by the Senior Project Manager.

    Ensuring that all FSO activities comply with all FSO Contract, Classification Society, VR, andall other Vietnam Regulatory requirements and regulations.


    d. SAFETY RESPONSIBILITIES

    The primary responsibilities are:

    The Health Safety and welfare of all persons engaged on, or related to any site project workbeing undertaken by COMPANY. In particular COMPANY personnel, staff, contracted andvisitors, including third parties.

    e. WORKING RELATIONSHIP

    · Senior Project Manager, Engineering Manager, Pre-Operations Lead, Pipeline

    · Construction Manager, Platforms Construction Manager, Senior Planning engineer.

    · LDV FSO Project Team personnel.

    · FSO Contractor Client Representative and his team and indirectly his Sub-Contractorsand Vendors

    · Good relations must be maintained with personnel at all work locations and sites andHCMC office

    · Must be a Team player and capable of communicating technical issues across alldisciplines.

    f. QUALIFICATIONS AND EXPERIENCE


    Mandatory

    · Bachelor’s degree in an Engineering related Discipline or chartered engineer.

    · Have (min 25 years) working Experience in Oil & gas related Engineering, Design,Construction, Hook-up and commissioning of which a minimum of 10 years must bein FSOs/FPSOs with at least 5 years in charge of their delivery.

    · Have worked in S.E.A. for at least 5 years.

    · Self-motivated.

    · Strong computer literacy.

    · Strong organization skills.

    · Strong team building skills.

    · Fluent in English both written and spoken.

    · Must have extensive technical knowledge with regards to FSOs.

    · Extensive experience in managing interfaces with Classification Societies.


    3. Pipeline Construction Manager

    a. KEY OBJECTIVES

    As Piplelines Construction Manager reporting to the Senior Project Manager your Prime areasof responsibility will be the delivery of the export pipelines covering all aspects of thePipelines EPCIC Contract including: Design/Engineering, Procurement, PLEM and if applicable SSTS Fabrication, Pipeline Coatings, Load Out, Transport, Pipelaying, Installationof PLEM and if applicable SSTS, Tie Ins, Gauging, Pre-commissioning, and Commissioning, plus Planning, and Progress monitoring.


    The candidate shall be able to Organize, supervise, co-ordinate and control a PipelinesDelivery Team in order to ascertain that the LDV offshore pipelines are and tested onschedule and in compliance with the Pipelines EPCIC Contract requirements and are built as per drawings, specifications, and procedures; utilizing good and safe Industry practices.


    b. PRINCIPAL ACCOUNTABILITIES

    Prepares a weekly progress report for issue to the Senior Project Manager for the assignedPipelines and PLEM and if applicable SSTS.


    Establish a daily interface with the Senior Project Manager on all Pipelines schedule andtechnical aspects.


    Establish a weekly progress review meeting with Pipelines EPCIC Contractor to monitorprogress and change.


    Ensure that adequate WBS is in place and used as basis for progress monitoring.


    Establish, monitor and expedite a Site query system on all technical Issues


    Co-Ordinates the daily activities of the Pipeline Delivery Team.


    Monitor and ensure that the Project Quality plan is being adhered to.


    c. KEY AUTHORITIES

    As Pipeline Delivery/Construction Manager, Pipeline EPCIC Contractor office based, free to act within the authorities granted by the Senior Project Manager.


    Ensuring that all construction activities comply with all COMPANY, Certifying Authority andGovernment requirements and regulations.


    d. SAFETY RESPONSIBILITIES

    The primary responsibilities are:

    The Health Safety and welfare of all persons engaged on, or related to any site project workbeing undertaken by COMPANY. In particular COMPANY personnel, staff, contracted and visitors, including third parties.


    e. WORKING RELATIONSHIP

    · Senior Project Manager, Engineering Manager, Senior Pipeline Engineer. InterfaceManager and QAQC Manager, and LDV project Pipeline Delivery Team personnel.

    · Good relations must be maintained with personnel at all work locations and sites andHCMC office

    · Must be a Team player and capable of communicating technical issues across allother relevant disciplines.


    f. QUALIFICATIONS AND EXPERIENCE

    Mandatory

    · Bachelor’s Degree in engineering from an accredited University, or charteredengineer related Discipline

    · Have (min 20 years) working Experience in Oil & Gas offshore pipelines relatedEngineering/Design, Installation, Construction, Hook-up and commissioning.

    · Candidate should have at least 10 years experience in experience Offshore PipelineConstruction Project Management.

    · Candidate must have experience with thermally insulated pipelines.

    · Candidate should have at least 15 years’ experience in pipeline coating andinstallation and testing.

    · Have worked in S.E.A. for at least 5 years. (Preference given to locally basedprofessional)

    · Self-motivated.

    · Strong computer literacy.

    · Strong organization skills.

    · Strong team building skills.

    · Fluent in English both written and spoken.

    · Must have experience in managing EPCIC Pipeline Contracts.

    · Must have experience on hot tap tie ins to line gas pipelines.


    II. Local candidate:


    1. QA/QC Manager

    a. KEY OBJECTIVES

    As the Project QA/QC Manager reporting to the Senior Project Manager, the prime areas ofresponsibility will be to ensure that adequate quality is achieved in all areas of the projectand that the project is certified and classified as applicable.


    The Project QAQC manager will also develop and implement QA/QC processes andprocedures across the Lac Da Vang Project.


    Achieving success will require the candidate to liaise effectively with all Project DisciplineEngineers and the QAQC Team Leads to ensure the consistent application of QA/QCgovernance and integrity.


    b. PRINCIPAL ACCOUNTABILITIES

    The candidate will have input into all major contract awards to ensure that the needs ofQAQC and integrity management are properly managed.


    The candidate will ensure that each site has an appropriate QAQC and inspection team toensure that the facilities are fit for purpose, safe and can be certified or classified asapplicable.


    The candidate will also be required to provide his expert advice during design reviews,vendor data reviews, procurement data with an eye on constructability, delivery, schedule,budgets, installation, mechanical completion and pre-commissioning.


    The candidate will be responsible to ensure all selected and used materials are appropriate.


    The candidate will be responsible for investigation of all material or welding failures thatoccur (if any).


    Your understanding of the QA/QC standards and requirements applicable to oil and gasprocessing operations will be crucial to completing the QA/QC Execution Plan, implementingthe Quality Plan in all Project areas and conducting regular audits of QA/QC processes.


    Delivering QA/QC training and advice across all the Project areas also forms part of yourbrief.


    Candidate will ensure that all materials and welding have appropriate traceability and that allwelders and NDT technicians are appropriately qualified.


    c. KEY AUTHORITIES

    As a Project QA/QC Manager, HCMC Office based, free to act within the authorities grantedby the Senior Project Manager for this development.

    Budgetary authorities will be within those limits specified by the Senior Project Manager andcorporate directives.


    Ensuring that all site activities comply with all COMPANY, and Government requirements andregulations


    d. SAFETY RESPONSIBILITIES

    The primary responsibilities are:

    · The Health Safety and welfare of all persons engaged on, or related to any Office,site facilities project work being undertaken by COMPANY. Project personnel, staff,contractors or visitors, including third parties.


    e. WORKING RELATIONSHIP

    · Development Team, subsurface Team, Drilling Team and all Work Groups.

    · Facilities Project Team personnel, Company and third-party contractors.

    · On board short-term contract, technical staff, partners and all visitors.

    · Good relations must be maintained with personnel on all work sites, offices, facilitiesand HCMC office.


    f. QUALIFICATIONS AND EXPERIENCE

    · A bachelor’s degree or equivalent in a relevant technical field

    · Good Contract Management experience is essential grounded in Offshore Oil andGas. Candidate must provide a proven track record of contract managementtechniques from strategy through management / administration to closeout.Experience on Marginal Field developments although not mandatory will beconsidered as a benefit.


    · Experience/knowledge with contract preparation, negotiation, tendering and awardprocedures. Candidate must have a clear understanding of the technicalitiesassociated with contractor management, contractor expediting and reporting projecthealth both internally and externally.

    · Working experience will be a Minimum of 10 years within the oil & gas industry, withat least 5 years’ experience of contract management along with management ofcontract administration teams.

    · Fluent in English both written and spoken

    · Familiar with Government, local codes, standards and practices for onshore andoffshore Oil & Gas Installations.

    · Special Skills Required : A high level of computer skills will be required with specificemphasis on the core Microsoft packages. Cost Scheduling, cost management,change management and risk management skills are also required.

    · Strong interpersonal, presentation and communication skills necessary for interactionwith the other team members, management, contractors, government organizations. etc.


    2. Senior Pipeline Engineer

    a. KEY OBJECTIVES

    As Senior Pipeline Engineer reporting to the Engineering Manager and the PipelinesDelivery/Construction Manager your Prime areas of responsibility will be the detail design,engineering and specifications of the subsea pipelines, PLEM and SSTS.

    The candidate shall be able to Organize, supervise, co-ordinate and control a design Teamin order to ascertain that the Offshore Pipelines and PLEMs/SSTS are designed as perdrawings, specifications, procedures, cost and schedule, utilizing good and safe Industrypractices and with technical oversight of the build and installation and testing to ensure thedesign intent is met.

    Ensure the pipelines, PLEM and SSTS designs are approved by the Certifying Authority.

    b. PRINCIPAL ACCOUNTABILITIES

    Prepares a weekly progress report for issue to the Engineering Manager and PipelinesDelivery/Construction Language.

    Establish a daily interface with the Engineering Manager and Pipelines Delivery/ConstructionManager on all Design and Site issues.

    Establish a weekly progress review meeting with LDV Pipelines EPCIC Contractor pipelineteams to monitor progress and change and discuss technical aspects.

    Establish a weekly progress review meeting with LDV Pipelines EPCIC Engineering

    SubContractor pipeline teams to monitor progress and change and discuss technical aspects.

    Attend a weekly progress review meeting with LDV Pipelines EPCIC Contractor as required.

    Establish, monitor and expedite a Site query system on all Vendor and Design Issues.

    Monitor and ensure that the Project Quality plan is being adhered to.

    c. KEY AUTHORITIES

    As Senior Pipeline Engineer, LDV Pipelines EPCIC Engineering SubContractor Office based,free to act within the authorities granted by the Engineering Manager and PipelinesDelivery/Construction Manager.

    Budgetary authorities will be within those limits specified by the Engineering Manager andPipelines Delivery/Construction Manager.

    Ensuring that all site activities comply with all COMPANY, and Government requirements andregulations.

    · Degree in Mechanical or subsea or pipeline or structural Engineering from anaccredited University or chartered engineer in one of these areas.

    · Have (min 15 years) working Experience in offshore Oil & Gas pipelines Engineeringand Design.

    · Have at least 5 years experience in the management of design teams.

    · Have worked in S.E.A. for at least 5 years. (Preference given to locally basedprofessional)

    · Self motivated.

    · Experienced in pipeline gauging and testing.

    · Experienced in gas pipeline drying.

    · Experienced in pipeline dewatering.

    · Experienced in Subsea Skid Design.

    · Experienced in online pipeline hot tapping.

    · Experienced in pipeline tie-ins.

    · Familiar with normal subsea pipeline codes and standards such as API, ASME, ASTM,AWS etc.
